Russia closed the Kerch Strait to merchant shipping on Sunday.

By anchoring a freighter across the central arch of the six-month-old bridge, Russia traps ships inside the Sea of Azov, a binational sea, and holds up ships waiting to pass through the Strait.
 

The closing came after Ukraine’s Navy said a Russian FSB coast guard boat, the Don, rammed a Ukrainian Navy tugboat, damaging its engine and hull.

Later, the Navy says, Russian warships fired at the tug and two small Ukrainian Navy artillery warships, hitting two of the escort ships and wounding six sailors. The Russians then captured the three Ukrainian Navy boats.
 

Russia’s attacks on freedom of shipping in the Azov are expected speed up EU plans for “targeted measures” against Russia.

Last week, the EU Foreign Affairs Council discussed in Brussels its “preoccupation over activities in the Azov Sea, which are damaging not only the Ukrainian economy, but also to many vessels that are flying European Union Member States' flags,” according to Federica Mogherini, the EU’s high representative for foreign affairs and security. She said the EU would be “taking appropriate targeted measures in the coming weeks or days.” Ukrainian officials suggest sanctioning trade from Novorossiysk, Russia’s largest port, which is 150 km south of the Kerch Strait.
 

Since President Putin inaugurated the bridge last May, Russian coast guard vessels have constantly harassed Ukraine-bound shipping in the Azov.

As steel makers and grain traders seek alternatives, cargo shipments from Ukraine’s main port, Mariupol, are down, and shipments are up from Mikolaiv, the closest Black Sea Port. Before the harassment started, about 10% of Ukraine’s sea borne trade passed through its two Sea of Azov ports, Mariupol and Berdyansk.
 

Last week, Russian border guards detained a Ukrainian fishing boat

and impounded it in the Russian port of Yeysk, about 60 km southeast of Mariupol.  A local court ruled to confiscate the vessel, fishing gear and fish. This came after Ukraine impounded a Russian fishing boat, the Nord, last March. Kept in Berdyansk, the boat was put up for auction two weeks ago. There were no bidders at the starting price, $60,000.

Prime Minister Groysman flies to Berlin Wednesday to open the Germany-Ukraine Business Forum on Thursday with Chancellor Angela Merkel.

In advance, he spoke with the Germany weekly Die Zeit about energy investment opportunities. “We want to become a gas power that satisfies our own needs and exports -- we can do it by 2025,” he said. Alluding to the Russia-Germany Nord Stream 2 gas pipeline now under construction, he added: “You can invest your money in Ukraine -- and get energy resources from another source.”
 

In the $40 billion state budget approved Friday, spending is to rise by 12% over last year, with revenues forecast to grow also by 12%.

Spending growth was curbed by cutting utility subsidies and by hiking the minimum wage by 12% in 2019, versus 16% in 2018. The budget is based on forecasts of 3% GDP growth in 2019 and 7.4% year end inflation, versus 9.9% this year. Dragon Capital writes: “The key budget parameters look relatively conservative, with revenue and spending growth expected to slow from this year’s 16% and 18%, respectively.”
 

Next year, Ukraine has to repay $15 billion in foreign and domestic debt,

Finance Minister Oksana Markarova told reporters on Friday. This high level of debt repayments comes from the debt refinancing of 2014-2015.
 

The chances of the government raising $600 million from sales of state companies are ‘quite high,’

From small-scale sales, Ukraine has raised $15 million through 270 successful auctions held since August.

The State Property Fund expects to raise an additional $60 million through the sales 1,243 additional properties that are already listed on the ProZorro.Sales platform.
 

Non-cash payments account for 44.3% of recorded transactions,

up by 13% from the level at the start of the year, reports the National Bank of Ukraine. Online shopping accounted for 35% of the 2.8 billion non-cash transactions recorded through September.
 

Ukraine’s network of payment terminals has grown by 14% yoy, to 263,5000,

reports the central bank. Of these, 78% allow contactless payments, generally with smart phones. For cards, MasterCard reports 24.9 million active card in Ukraine and Visa reports 11.3 million. By next summer, all businesses would have to have point of sale terminals, under a draft resolution by the Economic Development and Trade Ministry.

Electric car imports will be exempt from VAT and excise tax through 2020,

under a law adopted Friday by the Rada. Through October, 4,214 electric cars were sold in Ukraine, accounting for about 5% of total car sales. With the largest known deposits of lithium in Europe, the Infrastructure Ministry wants the Rada to pass a package of laws to promote electric car and car battery manufacture in Ukraine.
 

Ukraine’s three electric charger companies – Elecar, TOKA and VLS Energy – are moving into the EU market,

the Kyiv Post reports. Zaporizhia-based Elecar is selling its car chargers in Poland. VLS, another charger maker, has opened a dealership in Dusseldorf. And TOKA has applied for a license to open charging stations in the EU. At home, TOKA recently signed a letter of intent to install chargers by 2020 in all of OKKO’s 396 gas stations nationwide, the Post reports.
 

Hungary’s New Work Serviced Offices makes its first expansion from Central Europe to Eastern Europe, opening a co-working space on the third floor of Globus 2 shopping center on Kyiv’s Independence Square.

The 960-space, called New Work Labs, includes meeting rooms, a conference room for up to 60 people, an event area, Skype rooms, a kitchen, a coffee bar and ‘recreational islands.’ Established in Budapest in 2012, the company has 12 locations in Central Europe -- Budapest, Prague and Warsaw.
 

The new KFC restaurant on the Maidan remained closed through the weekend,

a sequel to the misfire by Varus, the Dnipro-based Yum! franchisee which chose the 5th anniversary date of the Maidan protest to open in the landmark House of Trade Unions building. In 1997, Pepsico sold its restaurant division, including KFC, to Tricon Global Restaurants, the forerunner of Yum! In the Yum! organization, the two Ukraine franchises, with a total of 13 restaurants, are franchised out of Moscow.

A key Rada committee -- Tax and Customs – recommended approval of the draft 2019 budget as the Parliament worked into early Friday morning toward a full vote on the document.

The government is pushing for Rada approval today for the budget, a step that would pave the way for IMF Board review in December of the $3.9 billion 18-month standby plan for Ukraine.

Four months after Oksana Markarova was appointed Finance Minister, the Rada voted Thursday evening to confirm her in the post.

In the same session, Ukraine’s parliament voted to accept the 18-month-old letter of resignation of Taras Kutovy, as minister of Agrarian Policy and Food. In May 2017, after one year in the job, Kutovy, an economist, announced he wanted to go back into the private sector to raise foreign investment for Ukraine projects.

Ukraine’s Bogdan Corporation unveiled Thursday an electric garbage truck,

commissioned by Denmark’s Banke Electromotive. Capable of speeds of 80 km/hour with a range of 220 km without recharging, Ukraine’s first electric truck now leaves the Lutsk factory to Sønderborg, Denmark for testing and licensing. Banke has ordered 15 trucks from Bogdan, which already produced electric buses for Poland and the Czech Republic. Noting that many EU cities plan diesel trucks by 2025, Bogdan’s press service says: “The production of such trucks is not just a promising market, it is also a necessity.”

Electric shuttle bus service starts soon at Boryspil airport,

noted Infrastructure Minister Volodymyr Omelyan who attended the unveiling in Lutsk. He said: “We are gradually refuting the widespread opinion that Ukraine is exclusively agrarian. This electric transport model is fully developed and created in Ukraine.”

A European Vega rocket with a Ukrainian engine launched a Moroccan earth remote sensing satellite

into a sun-synchronous earth orbit on Wednesday. The launch from France’s Guiana Space Center was about the 30th since 2013 using engines made by Dnipro’s Yuzmash. Last year, Yuzmash signed a contract with Italy’s Avio SpA to supply engines for Vega rockets through 2020.

Chicken sales boosted Ukraine's meat exports by 21% in value

Foreign companies are invited to bid in a series of nine tenders to dredge Ukraine’s major Black Sea ports and Danube channels,

Infrastructure Minister Volodymyr Omelyan tells the industry news site, Dredging Today. Satisfied with recent Chinese dredging work of Yuzhne and Chornomorsk, the Sea Ports Administration plans to issue tenders in coming months for dredging the ports of Berdyansk, Mariupol, Mykolaiv, Odesa, and further work in Yuzhne.

Poor PR: Pepsico’s KFC stumbled Wednesday by opening its fried chicken restaurant in Kyiv’s renovated Trade Unions Building on the anniversary of the start of the EuroMaidan.

During the three-month protest, the building on Maidan served as headquarters for the protest movement, until it was destroyed by fire in a bloody showdown between riot police and protesters, on the night of Feb. 18-19, 2014. On Wednesday, members of the nationalist C14 group spray painted protest slogans on the outside of the new restaurant until they were dispersed by police firing tear gas.

Kyiv’s first scheduled flights to Sicily and to the Canary Islands

are among new flights announced by SkyUp a new Ukrainian low cost airline which has three Boeings based at Kyiv Sikorsky. In late December, SkyUp starts flying to Barcelona, Sofia, Tbilisi and to Proprad, Slovakia’s Tatra mountain ski resort town. In the spring, it starts flights to Lanarca, Cyprus, Catania, Naples, Rimini, and to Alicante and Tenerife, Canary Islands. On June 2, it starts flights from Kyiv to Odesa, and from Kharkiv to Odesa, the first such flight in years. Infrastructure Minister Vladimir Omelyan writes on Facebook about SkyUp’s flight plans for 2019: “The battle for Ukraine begins not only for international, but also for domestic destinations.”

With four discount airlines vying for passengers – Ryanair, Wizz Air, Italy’s Ernest Airlines, and now Ukraine’s SkyUp

-- Ukraine International Airlines, the national flag carrier, warns there will not be enough passengers to fill planes next year. Through September, UIA has carried 6 million passengers, but half were in transit through Boryspil. Sergei Fomenko, UIA’s vice president for sales, tells Interfax-Ukraine that most Ukrainians prefers charters which include hotels. He said: "There is still a small category of tourists who plan their travels on their own. But so far, there are few of them, because even with the opportunity to find a cheap flight, it is sometimes difficult to find cheap housing and food in Europe.”

Boryspil airport managers caution that ‘an avalanche-growth’ in air traffic will only happen when Ukrainians get more spending money.

“It’s too early to talk about the avalanche-like growth of the aviation market of Ukraine,” the airport’s press service tells Interfax-Ukraine. “This effect is possible only with a sharp increase in the solvency of the population.” Without waiting for that magic moment, Wizz Air carried 1.2 million passengers on its 41 Ukraine routes through October – double the number carried during the first 10 months of last year. Traffic at Wizz Air’s Ukraine base, Kyiv Sikorsky, was up 67% last year.

Ukrainians can now visit Thailand visa-free for 30 days.

As part of the liberalization last week, Thailand dropped a $60 visa fee for Ukrainians. About 70,000 Ukrainians are to visit Thailand this year, says the Kyiv representative of the Tourism Authority of Thailand in Ukraine. Nicholas Dimitroff, who opened the office here last year, predict a further boost next spring when Azur Air starts charter flights from Boyspil to Phuket.

Business And Investment In Ukraine | Wizz Air Plans To Invest $2.5 Billion In Ukraine Through 2025 


Wizz Air plans to invest $2.5 billion in Ukraine through 2025, basing 20 new Airbus jets in Ukraine and boosting traffic here to 6 million passengers,

Josef Varadi, the airline’s CEO promised President Poroshenko on Wednesday. One day earlier, Poroshenko received David O’Brien, sales director of low cost rival Ryanair. He promised to invest $1.5 billion in Ukraine by 2023, increasing its Ukraine-based fleet to 15 Boeing jets, carrying 5 million passengers. For comparison, Boryspil, responsible for two third of the nation’s air traffic, carried 10.5 million passengers last year.
 

Wizz Air plans to reopen in 2019 its local subsidiary, Wizz Air Ukraine, to fly domestic routes in Ukraine 

The Budapest-based carrier closed this unit in 2015 after Russia’s military attacks on southeast Ukraine. With a local airline, Wizz Air will be able to fly local routes. Although Ukraine is the size of continental France, domestic traffic is tiny, often only 5% of passengers using Kyiv Sikorsky airport, Wizz Air’s main base here. There are no flights from Lviv to Kharkiv or to Odesa, and no flights from Kharkiv to Odesa. Wizz Air estimates that the development of a flourishing domestic flight network would create 6,000 direct and indirect jobs.

Already the largest airline in Kharkiv, Lviv and Kyiv Sikorsky, Wizz Air will add flights next year from each airport to Krakow, Poland.

With this expansion, Wizz Air will have direct flights from Kharkiv to six European cities, from Lviv to 10 EU cities, and from Sikorsky to 26 EU cities.
 

To boost domestic air travel, a Dnipro Regional airport will be a public-private project, with the state building the runway and private investors building the terminal,

says Infrastructure Minister Volodymyr Omelyan. Saying the target site, Solone in Dniprotrovesk region, is at the center of an urban catchment area of 2.5 million people, he adds: “Construction of the airport in Solone will solve the problem of air traffic of the whole conglomeration: Dnipro, Zaporizhia, Kryvyi Rih.” Appealing to investors, he assures $7 million is in the 2019 budget for the first year of the 3-year construction project. He calls the regional airport “a truly worthy new facility -- the first airport to be built in independent Ukraine.”

President Poroshenko will visit Israel ‘in coming weeks’ to sign the Free Trade Agreement with Israel,

Ukrinform reports, citing an interview with Foreign Minister Pavlo Klimkin in Austria. On Wednesday in Kyiv the Cabinet of Ministers approved the document, the fruit of three years of talks. Called ‘an agreement with exceptions,’ the FTA is heavily weighted toward free trade of industrial products. Israel is to cancel import duties for 9.2% of agricultural products and about 80% of industrial products. Ukraine is to cancel import duties for 6.8% of agricultural products and about 70% of industrial products.
 

Implementation of 4G mobile service pushed Vodaphone Ukraine’s net Q3 profit down by 24%

year over year, to $14 million, the company reports. The company’s Q3 revenue increased by 6.5%, to $118 million. The subscriber base decreased by 4.3%, to 19.9 million active SIM cards. Six months into 4G, Vodaphone’s 4G network covers almost 40% of the country’s population.

Referring to Ukraine’s free trade deal with the EU, the article writes: “A Ukraine-plus agreement is feasible and could achieve: An end to EU law applying in the UK, No free movement of people, Access to the EU single market, The ability to make its own trade agreements with third countries, Collaboration with the EU on security and defense policy.”
 

Restoration of bank lending will the priority task for the National Bank of Ukraine in 2019,

Yakiv Smolii, governor of the central bank writes on Facebook. Lending will be facilitated by the Credit Register, which protects creditors, by a new, liberalized foreign currency regime and by protection of rights of consumers. Left unsaid was lowering interest rates, a move the bank could take if annual inflation falls from 10% this year to the single digits.
 

Dragon Capital continues its commercial real estate purchases,

paying $6 million for the former headquarters of Fortuna Bank, at 35B Borychiv Tik Street in Kyiv’s Podil district. In an auction of the bankrupt bank’s assets, bidding started at $4.5 million for the 4,000 square meter, seven story building. The auction was conducted by Deposit Guarantee Fund. Dragon’s co-investors on previous purchases have been Goldman Sachs and George Soros.
 

In a step toward a land market, Prozorro.Sales posts today details for the first electronic auctions of land lease rights.

“Three lots - land plots in Ivano-Frankivsk, Rivne and Vinnytsia regions - will be auctioned in the next few days,” says Alexey Sobolev, director of the online auction platform. Maxim Nefyodov, first deputy minister of economic development and trade, tells UNIAN: “We hope that this will be the first step to prove to society, taxpayers and politicians that these processes can be transparent and effective, and that there will not be problems that populists will scare that everything will go to the oligarchs and foreign compradors.”
 

With the Rada expected to renew the ban on the sale of farm land in December,

Ganna Yudkivska, Ukraine’s judge of the European Court of Human Rights, urges the government to extend property rights to Ukraine’s seven million rural residents who own land, but cannot sell it. Last May the Court determined that Ukraine’s ban on the purchase and sale of farm land violates the European Convention on Human Rights and ordered Ukraine to lift this moratorium. “The state should do something for seven million of its citizens in order to prevent further violation of their property rights,” Yudkivska tells European Pravda news site.
